How a household electricity price is built in Monaco

Monaco is the simplest market Tounify covers: one state-concession company generates, distributes and sells electricity, with no unbundling and no retail competition at all. There is no independent regulator — the government approves prices as part of the concession itself — and no separately published network tariff exists, because the network cost sits inside one bundled energy price rather than being itemised. Monaco is not its own wholesale bidding zone; it is electrically and commercially embedded behind France.

What a household bill is made of

    Energy

    No exchange, no bidding zone and no published wholesale reference: the concessionaire buys power upstream from France under an undisclosed indexation formula, and no retail product passes a market price through — dynamic pricing does not exist here and cannot, absent a bidding zone to reference.

    Network charges

    Not unbundled and not separately priced. There is no distinct network-tariff line on a Monegasque bill: network cost is folded into the single energy rate and the standing charge together. The only separately priced network items are one-off connection and metering services, billed as their own catalogue of works rather than as part of the recurring price.

    Taxes and levies

    None. Monaco applies no electricity excise of any kind — a fiscal convention with France extends French turnover taxes to the Principality but explicitly does not extend France’s electricity excise, and no Monegasque statute creates a substitute. There is no renewable levy, no concession fee passed to consumers, no capacity charge and no social-tariff surcharge: VAT is the only tax line on the bill.

    VAT

    20%, the standard rate, applied to both the energy and the standing charge since August 2025 — a former reduced rate on the standing charge for smaller subscriptions was repealed that year, so a Monegasque bill is a flat 20% throughout with no split to compute.

Regulation shaping the price

  • There is no independent energy regulator. Prices are approved by the government as a condition of the electricity and gas concession itself, under a Sovereign Ordinance, rather than by a published tariff-setting decision.
  • The market has never been liberalized: there is no supplier switching, no eligibility threshold and no default- or last-resort-supplier mechanism, because there is only ever the one concessionaire to buy from.
  • Solar installations draw a per-kWh production incentive paid regardless of whether the power is self-consumed or exported, guaranteed for fifteen years and revised annually by an inflation-index formula; exported power is separately bought by the concessionaire at its own undisclosed upstream purchase price, on top of the incentive.
